WASHINGTON, D.C. --- After four consecutive weeks of increases, the U.S. average retail price for regular gasoline declined 1.2 cents to $3.099 per gallon as of Nov. 19 --- 86.0 cents above a year ago. According to the Energy Department's Energy Information Administration (EIA), regional prices were mixed. The West Coast saw a gain of 2.4 cents to $3.303 per gallon, the highest regional price in the country. The average price for regular grade in California was $3.395 per gallon, up 2.9 cents from the previous week and 90.0 cents per gallon over the same week last year. Gains were also recorded on the East Coast, which saw prices rise 0.8 cent to an average of $3.085 per gallon. In the Rocky Mountain region, a shift of 0.4 cent increased the price to $3.068 per gallon. The Midwest's average price fell 5.7 cents to $3.070 per gallon, while the Gulf Coast's price was lower by 1.2 cents to $2.969 per gallon. The Gulf Coast was the only region with the average price under the $3 mark. Meanwhile, the retail diesel fuel price retreated from a record high, falling 1.5 cents to settle at $3.410 per gallon. Regional diesel prices were down across the country, with the East Coast decreasing 0.8 cent to $3.407 per gallon. The Midwest average diesel price fell to $3.389 per gallon, 1.4 cents less than the previous week. The Gulf Coast diesel price dropped 2.3 cents to $3.324 per gallon. The Rocky Mountain diesel price recorded the largest decrease, a fall of 2.5 cents to $3.507 gallon. Still the highest regional price, the West Coast diesel price declined to $3.586 per gallon after falling 2.2 cents per gallon. California diesel prices eased 3.9 cents to slip to $3.624 per gallon.
