The House of Representatives on April 1 defeated by voice vote, an amendment that would have provided federal preemption of state vicarious liability laws, according to Pam Sederholm, executive director of the American Automotive Leasing Association (AALA). The amendment was offered during debate of the Highway Transportation Reauthorization Bill.

"Defeat of the amendment comes as a blow to the Vehicle Renting and Leasing Fairness Alliance (VRLFA) which has been lobbying in favor of the provision for well over a year. AALA is a charter member and strong supporter of the Alliance," said Sederholm. "The political and legislative options remaining during this Congress to try to achieve a federal preemption provision are now extremely limited, and hold only minimal chance of success."
