NAFA Testifies Before Senate Committee
In testimony before the Senate Energy Committee, a National Association of Fleet Administrators (NAFA) representative said that the Energy Policy Act of 1992 has failed in its goal of significantly reducing petroleum use. Charles Gibbens, automotive fleet manager for the county of Henrico, VA, represented NAFA at the July 17, 2001 hearing in Washington, DC. Gibbens provided several recommendations for the committee to consider, which include: -- Amending EPACT to allow covered fleets full credit for use of biodiesel, hybrid-electric vehicles, and neighborhood electric vehicles. -- Amending EPACT to provide credit for installing refueling infrastructure. -- Strengthening voluntary programs such as Department of Energy’s Clean Cities Program. -- Encouraging the use of renewable fuels such as biodiesel and ethanol. -- Focusing on strategies that take advantage of the existing liquid fuel refueling infrastructure. -- Providing economic incentives for AFVs, advanced technology vehicles, and highly efficient vehicles.
