PHOENIX – An Arizona judge has said that when it comes to carpooling, fetuses in utero don’t count toward the number of people required to occupy a vehicle in the HOV lane, according to the Web site www.thecarconnection.com. In the ruling, a Phoenix municipal court judge found that Candace Dickinson had violated the lane’s carpool rules by driving alone while pregnant. She had been fined $367 for improper use of the lane. Dickinson, according to the Associated Press, had contested the fine, saying that the state’s traffic laws aren’t specific as to what defines a person.
