Utah Rep. Carol Spackman Moss, (D-Holladay) has proposed state distracted driving legislation that would give law enforcement officials the right to pull over drivers for simply holding a cellphone, according to a report on KSL.com.
For over a decade, Utah has had laws on the books that make it illegal to use handheld devices while driving. In 2014, additional laws were passed banning texting and emailing while operating a vehicle.
