No new or increased truck-rental taxes were included in the tax and revenue portion of Pennsylvania’s 2004 budget signed into law by Governor Ed Rendell on December 23. The Truck Rental and Leasing Association (TRALA) successfully opposed the inclusion of a proposed increase from $2 to $4 in the statewide daily tax on motor-vehicle rentals during the legislature’s consideration of the state budget. In arguments made to state house and senate proponents of the rental tax increases, TRALA emphasized that rental trucks were not a major factor in the commuter traffic problems and should not bear the burden of increasing revenues for mass transit projects. Legislation proposing the increase in truck-rental taxes is still pending in the Pennsylvania House and Senate. TRALA said it will continue to oppose these bills.
