New York state agencies are on track to meet a 2010 state executive order that 100 percent of their new light-duty vehicle purchases be AFVs. According to recently released figures from the Clean Fueled Vehicles council, the board that coordinates all statewide AFV activities, AFVs account for more than 20 percent of state vehicle totals, a dramatic increase in the past five years from just 269 in 1998 to more than 3,280 in July, 2003. Executive Order No. 111 (EO111), signed by Gov. George Pataki in June 2001, established a timeline for state fleets to achieve the all-AFV purchase goal. Specifically, the mandate stipulates that at least 50 percent of state light-duty vehicle purchases must be AFV by 2005, thereafter increasing 10 percent each year until 2010. Only specialty, police, or emergency vehicles are exempt from the order.
