A law banning the use of hand-held cellular telephones while operating a motor vehicle is scheduled to become effective July 20. The measure, signed into law by Governor James E. McGreevy last January 20, allows drivers to use cell phones equipped with hands-free apparatus, provided the placement of the telephone does not interfere with the operation of any required safety equipment on a vehicle, such as an airbag, said the American Automotive Leasing Association. The statute contains a series of exceptions to the ban, such as when the operator has reason to fear for his/her safety; believes a criminal act is about to be committed; is reporting a fire, traffic accident or medical condition; or is reporting reckless, careless or an unsafe driver who appears to be operating the vehicle under the influence of drugs and/or alcohol. Fines ranging from $100 to $250 can be levied against violators; however, no points will be applied.
