LOS ANGELES - A U.S. District judge on Feb. 25 denied all summary judgments in the ongoing dispute over the Port of Los Angeles' Clean Truck Program.

Judge Christina Snyder ordered a full hearing for all provisions in the port's concession agreements, including a controversial one that would require all drivers entering port terminals to be employees of trucking companies by 2013. The trial date was also delayed one month and is now set for April 20, the Daily Breeze newspaper reported.

The American Trucking Associations filed lawsuits in July 2008 challenging the concession agreements and employee mandate contained in the port's $1.6 billion Clean Truck Program.
