CARB Board Confirms LEV & ZEV Rules
The California Air Resources Board (CARB) board of directors has adopted amendments to its Low-Emissions Vehicle (LEV) regulations, including amendments to its exhaust emission standards, evaporative emission standards, its certification requirements, and the 1999 Zero Emission Vehicle (ZEV) rules. The ZEV amendments, which could require up to 10 percent of new vehicles sold in the state to be zero or near-zero emissions, were confirmed and the board also adopted additional 2001 ZEV amendments. The California mandate is under legal challenge from the auto industry, which recently won an injunction against the amendments. However, some experts interpret the injunction to apply only to these recent amendments, leaving the underlying mandate intact. Based on CARB's notice, the U.S. Environmental Protection Agency has rescheduled hearings on the LEV and ZEV amendments to July 11, 2002. A comments period will conclude Aug. 12, 2002.
