A bill circulating in California's legislature would lead to higher taxes against drivers of battery-electric vehicles and hybrid vehicles because it would replace the state's gas tax with a "road usage charge" that levies taxes by miles driven.
Senate Bill 1077 is gaining steam, because the state's legislature approved a pilot program for the mileage tax in August. Gasoline consumption has fallen in California over the past decade to 14.5 billion gallons per year from 16 billion gallons per year.
