The National Association of Fleet Managers (NAFA) is inviting interested fleet managers to participate in a special NAFA briefing on proposed significant financial incentives for government, utility and corporate fleets to acquire alternative-fueled vehicles. By being represented at this high-level, working session, fleet managers can assure that lawmakers understand what real-world incentives actually will work for them. The briefing is scheduled for Friday, May 11, from 10 a.m. to noon in Room 215 of the Dirksen Senate Office Building, First and Constitution avenues, Washington, DC. At the briefing, NAFA will review and discuss important legislation that has been introduced in the U.S. Senate to provide substantial financial incentives for the acquisition and use of alternative-fueled and advanced technology vehicles. Senator Orrin Hatch from Utah is expected to speak at the NAFA briefing. Government and other nonprofit fleets will be especially interested in discussion of a special rule that allows these fleets to take advantage of tax credits for vehicle acquisition and infrastructure. The topics of the briefing will be: -- S. ____ -- The C.L.E.A.R. Act, which will be introduced by Sen. Hatch (R-Utah), Jay Rockefeller (D-WV) and James Jeffords (R-VT) on April 24. This bill will provide tax credits for the acquisition of alternative-fueled and advanced technology automobiles, truck and buses; tax credits for the sale of CNG, LNG, LPG, hydrogen, M85 and B100; and tax credit for the installation of AFV infrastructure. This bill includes a special rule for government and nonprofit fleets that allows the credit to be transferred to the seller or lessor, provided the full value of the credit is reflected in the final sale or lease cost. -- S. 388 - The National Energy Security Act of 2001, sponsored by Sen. Frank Murkowski (R-AK). This bill establishes a $100 million annual grant program for local governments to cover the incremental cost of alternative-fuel vehicles.
