The legislation will penalize drivers caught using cell phones within the city with a $100 fine. The bill will next go to committee, which will decide if the bill will move forward to a full ratifying vote by the City Council. The legislation does have a loophole that allows drivers to use phones with hands-free function as long as they are using the hands-free function. There are also exceptions for various emergencies, such as dialing 911. The city will also be considering a similar bill that would ban school bus drivers from using cell phones. The hands-free loophole would not apply in the case of bus drivers. Exceptions will be made in the case of emergencies.
