Legislators in New York and Connecticut are considering bills that would restrict how car rental companies can use data generated by GPS tracking systems. Bill 5254 in Connecticut’s General Assembly would prohibit car rental operators from levying speeding fines after a GPS system has indicated a customer was speeding in a rental car. The bill would also forbid operators from selling or distributing GPS-generated data to a third party without the written permission of the customer. New York Senate Bill S7067, introduced by Sen. Nicholas Spano (R-Yonkers), would amend the state’s General Business Law to prohibit rental operators from using GPS-generated information to impose any fines or surcharges on an authorized driver.
