Fleet Forward Tour Irvine: Calstart CEO to Address Shifting Policy Landscape
At the July 22 event, John Boesel will deliver guidance on California’s new clean vehicle policy directives.

John Boesel, president and CEO of Calstart, will discuss new and continuing state-level policies ranging from incentive programs and “feebates” to indirect source rules and technical assistance services.
“With seemingly daily disruption and conflicting messaging coming from the current federal administration, it’s hard for fleet operators to plan in this uncertain environment,” said Chris Brown, conference chair. “There is no better source to understand what’s available and what’s next than John Boesel of Calstart.”
Boesel will deliver the lunch and learn session from 12:15pm to 1pm.
About John Boesel
Boesel assumed his present position at Calstart in 2001 after serving as vice president of technology programs since 1993. Calstart is a national nonprofit consortium that works with fleets and member companies on clean transportation solutions.
Before that, he worked for nearly four years as a legislative aide to California Assemblyman Sam Farr, managing energy and environmental legislation. He also worked as a commercial banker for Wells Fargo.
Boesel earned his Bachelor of Arts in history from the University of California, Davis, and an MBA from the University of California, Berkeley’s Haas School. He serves on the UC Davis Institute for Transportation Studies Advisory Board and is a member of the U.S. Environmental Protection Agency’s Mobile Source Technical Review Subcommittee.
About Fleet Forward: The Tour
An offshoot of the larger Fleet Forward Conference, Fleet Forward: The Tour consists of one-day regional events to help fleets manage today’s challenges and understand other new technologies.
Free for qualified fleets, Tour stops include seminars, lunch, a ride and drive, and networking sessions.
Other seminars on the Irvine schedule include a fleet manager’s roundtable, a compliance update by CARB on Advanced Clean Fleets (ACF) and Clean Truck Check, and insights into how fleets can safely and efficiently handle electric vehicle operations.
This year, the tour consists of a West and East Coast event. The second 2025 tour stop will occur in Somerset, N.J., on Sept. 9.
