Higher Fuel Prices Threaten Operating Cost Stability

Fuel is at its highest price since September 1997. This is in dramatic contrast to last year, when gas prices were at their lowest level in 90 years after adjusting for inflation. The unknown is whether fuel prices will decline in 2000.
