AUSTIN, Texas --- Texas Gov. Rick Perry has signed new legislation regulating the state's towing industry. Beginning next year, certain tow truck operators will need to be certified through the National Drivers Certification Program of the Towing and Recovery Association of America, and they will be subject to annual and random drug testing, according to a report in CollisionWeek. The new law also shifts responsibility for policing the towing industry from the Texas Department of Transportation to Texas Licensing & Regulation. Also mandated are various new standards for towing companies, storage lots and drivers.
