ALEXANDRIA, VA – Rhode Island House Bill 7756, legislation that establishes a new statewide five-minute diesel engine idling standard, was signed into law July 10 by Gov. Carcieri. Excluded from the enacted version of HB 7756 was a provision from the original bill text opposed by the Truck Renting and Leasing Association (TRALA) that could have subjected lessors to liability for idling violations committed by their customers. TRALA, in partnership with the Rhode Island Truck Association, successfully amended HB 7756 to remove any provisions pertaining to a “vehicle owner” being subject to liability for idling violations committed by a customer. Although the new law must still be reviewed by the state Department of Environmental Management before it becomes official, it is expected to be approved and become effective July 1, 2007.
