Environmental groups, fearful of the trucking industry attempting to delay the implementation of the Environmental Protection Agency's upcoming 2006/07/10 Diesel Rule, are encouraging states to adopt legislation paralleling the federal standards to ensure implementation of the Rule is not weakened or delayed, according to Calstart. EPA's Rule imposes reductions in the maximum sulfur content for on-road diesel fuel from 500 parts per million down to 15 parts per million beginning in 2006 and sets out an aggressive schedule for reducing emissions of nitrogen oxides and particulate matter beginning in 2007. The State and Territorial Air Pollution Program Administrators (STAPPA) and the Association of Local Air Pollution Control Officials (ALAPCO) recently announced that at least 12 states and the District of Columbia have indicated their willingness to pass state legislation mimicking the federal Rule. These include California, Connecticut, Delaware, Georgia, Maine, Maryland, Massachusetts, New Jersey, New York, North Carolina, Pennsylvania, Rhode Island, and D.C.
