According to the National Association of Fleet Administrators (NAFA,) The Transportation Security Administration (TSA) has published the Federal Register notice amending its Interim Final Rule that establishes standards for security threat assessments of individuals applying for, renewing, or transferring a hazardous materials endorsement (HME) for a commercial drivers license (CDL). TSA will not authorize a state to issue HMEs unless the State is collecting the biographical and criminal history information required with fingerprints and submitting fingerprints by April 1, 2004. TSA is delaying the date from Nov. 3, 2003 in response to comments received from 23 states requesting an extension of time so that they can garner needed state legislative changes, funds and infrastructure to implement the new background check portion of the HME program.
