The board of directors of the Truck Renting and Leasing Association (TRALA) voted unanimously to oppose the four-year phase-in provision of EPA’s Highway Diesel Fuel Sulfur Control Requirements at the association’s recent Fall Leadership Meeting in Half Moon Bay, Calif.

At the direction of the board, TRALA President and CEO Peter Vroom wrote to the American Trucking Associations President William Graves to share TRALA’s position and to propose mutual advocacy for a single diesel fuel standard.

The rule on Highway Diesel Fuel Sulfur Control Requirements provides a phase-in of ultra-low sulfur diesel fuel (ULSD) beginning in mid-2006. However, until mid-2010, fuel meeting both the current sulfur content standard of 500 ppm and the new standard of 15 ppm will be available. Much of the new diesel engine technology required to meet new emission standards in 2007 is not compatible with the current 500 ppm diesel fuel.

TRALA members are concerned about the uncertainties regarding the unavailability and distribution of the new ULSD fuel as well as the storage and handling needs due to the presence of two grades of diesel fuel quality during the phase-in period. TRALA members are also concerned about the maintenance and warranty implications that may result from the misfueling of new, more expensive 2007 emission-compliant diesel engines with non-compatible 500 ppm diesel fuel.
