A draft of the Senate Energy Commission’s comprehensive energy bill under consideration would allow full Energy Policy Act (EPACT) credit for fleets that use biodiesel. The draft legislation amends EPACT to allow mandated fleets to earn credit toward compliance with alternative fuel vehicle purchases for every 450 gallons of biodiesel used. The amendment would allow use of biodiesel to meet 100 percent of a fleet's compliance obligation. Presently, biodiesel can only fulfill 50 percent of a fleet’s obligation. An important difference from previous proposals is that the credit would be available for use of biodiesel or other alternative fuel with an equivalent energy content to 450 gallons of biodiesel.
