FRANKFORT, Ken. --- Kentucky Senator Julian Carroll has introduced state legislation aimed at restricting access to vehicle data recorders.
The bill seeks to give vehicle owners control over data gathered by so-called black boxes, according to a report in Land Line Magazine. Insurance companies and automakers would need a vehicle owner's permission or a court order to access the data. The proposed legislation also would require that vehicle owner's manuals disclose the presence of such event data recorders (EDRs).
EDRs can record information about a vehicle's speed, direction of travel, location, steering performance, braking performance, seat-belt use and accident information. That data can be useful to insurance companies, automakers and other interested parties after an accident. Critics of the black boxes have argued that they violate a driver's privacy.
