ALEXANDRIA, VA — The Truck Renting and Leasing Association (TRALA) is requesting a delay in the implementation of the National Highway Traffic Safety Administration’s (NHTSA) proposed rule to require all new trucks between 10,000 and 26,000 pounds GVWR to be equipped with rear cross view mirrors or back up camera devices. The Notice of Proposed Rulemaking (NPRM) was published in the Sept. 12, 2005, edition of the Federal Register. Among the reasons TRALA is seeking a delay in the implementation of the rule are that NHTSA relied on a flawed cost-benefit analysis of the proposal, pursued an equipment design based approach rather than a performance based approach, and failed to conduct a thorough review of all existing modern back up technologies prior to its proposal. TRALA added that the industry is opposed to NHTSA’s suggestion of a rear object detection system retrofit mandate for trucks between 10,000 and 26,000 pounds already on the road.
