A report by accountancy firm Deloitte found a range of fraudulent activities spanning 11 years under Brent Bachop's stewardship of the city's fleet. At the time, 152 City Council vehicles were sold without the council receiving any funds from the sales. In one case, a check made payable to the council was written over so the payee read "B Bachop."
Other vehicles were sold below wholesale value prior to Bachop's death on May 21. Other fraudulent activities included personal expenditures with council fuel cards of $102,908 and purchase of a trial bike for personal use of $7,333.
