PLAINS, Ga. --- Former President Jimmy Carter helped break ground on a new $25 million biodiesel plant in his hometown Feb. 20. Alterra Bioenergy will construct the plant in two stages, with the plant reaching capacity of 15 million gallons by the end of this year, the Associated Press reported. By 2008, capacity will reach 30 million gallons. The biodiesel will be produced using soybeans, canola and cotton seeds. Plains was chosen as the plant's site because of the town's rail link to the port in Savannah and its local oilseed production.
