Congress may soon agree on legislation offering consumers incentives to turn in the gas-guzzling vehicles for more fuel-efficient cars made in the U.S. While not directly impacting commercial fleets, the plan, like the butterfly's wings flapping in Africa, could benefit the country's corporations, and in turn, their fleets.
